ST-10 (with Box 1 checked - "Tangible personal property for RESALE only") is the correct form if the products are intended for resale. The ST-10 can be filled out for private businesses or government businesses when reselling products.
ST-12 is a government only form and is only for internal use or consumption of the product. ST-12 is correct if the products will be used for internal use or consumption (displays, programs, etc.).
